Quality Insulation Installation (QII) inspection is required by California's Title 24 Energy Code for new construction and qualifying additions. A certified ECC/HERS Rater must verify that insulation is installed correctly before walls are closed — this inspection cannot be skipped or self-certified by the contractor.
